New Toolkit Helps Medi-Cal Managed Care Plans Integrate Intimate Partner Violence Education and Response

Every Medi-Cal member deserves care that respects their choices and supports their health, safety, and well-being. The PopHealth Learning Center’s new Intimate Partner Violence (IPV) Implementation Toolkit for Managed Care Plans (MCPs) offers practical guidance to help California’s MCPs advance that commitment through everyday care.

Developed through an 18-month learning community with four California MCPs, the toolkit helps teams integrate IPV education, screening, and response into daily operations, quality improvement (QI), member-facing workflows, and community partnerships. It centers members’ experiences and decisions while building on MCPs’ existing capabilities.

Designed for operations, QI, population health, and executive teams, the toolkit provides guidance to:

  • Adopt the evidence-based CUES framework for universal IPV education.
  • Integrate IPV screening into existing quality measurement activities.
  • Establish referral pathways with domestic violence community-based organizations and confirm connections to support.
  • Align implementation with DHCS Population Health Management and CalAIM requirements.
  • Measure progress across six domains: education, screening, referral, linkage, follow-up, and equity.

This resource reflects shared learning and a commitment to making information, care, and support more accessible. The Learning Center thanks Futures Without Violence for the CUES framework and ongoing expertise, Blue Shield of California Foundation for funding this work, and participating MCPs for contributing their experience and practical insights.
