Jess Liu, MPH, MS
Director of Analytics and Impact
Jess serves as the Director of Analytics and Impact for the Learning Center, developing the data collection strategy and evaluation framework for the Learning Center’s programs. She has extensive experience leveraging data to build trust with stakeholders, inform continuous improvement, and measure programmatic success.
Jess has led the implementation of value-based care in behavioral health, primary care, and payer organizations, including developing data reporting solutions and designing new clinical programs. She enjoys setting shared, quantifiable goals and moving cross-functional teams toward them. Most recently as VP of Partner Care and Account Management at Mindoula, Jess managed partnerships with managed care Medicaid plans to co-serve members with behavioral needs such as interpersonal violence and substance use. She was previously Director of Quality Improvement at One Medical and managed the portfolio of pay-for-performance programs at Partnership HealthPlan of California.
Jess holds a Master of Public Health and a Master of Science in Urban Planning from Columbia University and a dual Bachelor of Arts in Political Science and Communications from the University of California, Berkeley. In her free time, she enjoys camping in the Sierras with her dog Taco, learning something new, and having long conversations over dinner with friends and family.
