Rachel Isaacson, MPH
Senior Program Manager
As Senior Program Manager for the Learning Center, Rachel facilitates the development and implementation of the EPT Technical Assistance strategy. She has a background in healthcare consulting and Medi-Cal program management.
Before joining the Learning Center, Rachel led work at Kaiser Permanente to align clinical workflows with Medi-Cal requirements. She also served as Program Manager at San Francisco Health Plan where she managed the implementation of the Enhanced Care Management benefit, and as a consultant with Bailit Health, enabling state agencies to advance priorities across social drivers of health, health equity, value-based payment, and behavioral health.
Rachel earned a Master’s in Public Health from the Harvard T.H. Chan School of Public Health and a Bachelor of Arts in Political Science from UC San Diego. In her free time, she enjoys exploring the outdoors, practicing yoga, and cooking.
