Background on the 2025-2026 Learning Community

In collaboration with Blue Shield of California Foundation, the PopHealth Learning Center and Futures Without Violence launched the first of its kind Managed Care Plan IPV community of practice. The 18-month collaborative project was grounded in four primary drivers of change: (1) MCP operational infrastructure and readiness, (2) evidence-based IPV education and response, (3) community partnerships, workforce, and training, and (4) evaluation, Quality Improvement (QI), and financial sustainability. Foundational principles underlying these drivers are centered on member safety and person-centered care (Figure 1).

Four MCPs opted into the learning community to codesign IPV implementation plans that integrate and operationalize IPV education, screening, and response into their managed care operations and quality initiatives. Throughout the learning community, MCPs developed their vision statements and SMARTIE goal(s); created cross-functional project teams; co-developed training materials; and drafted guidance tools, scripts, and guides to implement evidence-based and trauma-informed protocols aligned with their population health strategy and emerging regulatory guidance. Cohort members had access to subject matter experts and specialized training for their teams, resulting in over 400 providers trained in IPV education, screening, and response. This toolkit highlights the key learnings, case studies, and tested solutions and tools generated by the learning community to serve as an exemplar implementation roadmap for California MCPs.
