Let’s put this all together. We’ve discussed components of the workflow individually; the below diagram shows how to tie the CUES and IPV response from large-scale education to encounters and follow-up.

Workflow Considerations

The suggested workflow offers invitations for CUES delivery across multiple points of care and is always survivor-driven, grounded in member autonomy and self-determination. All steps must operate within a framework that prioritizes survivor safety and privacy.

Step 1 — Large-Scale Education: Embed Universal Education via CUES at multiple care entry points to improve awareness and education of IPV.

Step 2 — Screening and Support: MCP identifies members at risk through PHM/predictive analytics, utilization data, or care coordination. PCP screens using validated tool in a safe environment (never in front of suspected abuser). Key considerations:

  • Disclosure is not the goal. The priority is to build safety and support.
  • Do not rush to referral. A referral may not be the first intervention. Engage in readiness for change conversations and respond accordingly.
  • Do not place judgement or encourage leaving the perpetrator. Remain empathetic and neutral. Giving advice or suggesting to leave a partner may reduce engagement or create safety risk. Engage in safety planning as appropriate.

Step 3 — Referral Initiation, with consent: MCP or PCP issues referral through closed-loop platform (e.g., Unite Us, findhelp) or CBO partnership with signed Release of Information. CBO receives and accepts referral; survivor completes intake with trauma-informed advocate.

Step 4 — Service Delivery and Engagement: Care manager tracks referral status. PCP provides ongoing care coordination. CBO delivers case management, legal advocacy, housing, or other services.

Step 5 — Closing the Loop: CBO reports referral outcome status to platform. MCP receives de-identified outcome data. Loop is documented in care management system and used for QI.
