Step 3: Readiness Assessment & Setting the Vision

Before setting targets, conduct an honest readiness assessment across five domains: leadership commitment, operational infrastructure, provider network capacity, data and measurement systems, and community partnerships. Here’s one way to get started:

  • Use the IPV strategy workbook to define your current state, identify gaps, draft your vision, and set equity-driven goals.
  • Use the Driver Diagram to map your current state to the four primary drivers of IPV implementation and starting points for small tests of change.
  • Start Small: Identify a priority starting point using the driver diagram to iterate on small tests of change using a Plan-Do-Study-Act (PDSA) approach. Starting small helps build momentum, drive early “wins,” and gather data that will support short- and long-term success.

MCP Vision Statement & Goals

Draft a one-paragraph MCP IPV vision statement that articulates your plan’s commitment to identifying and responding to IPV among members. Adopt it formally at a QI committee meeting. This establishes the foundation for all downstream policies.

Implementation Tip: Vision Statement Prompt

Your vision statement should answer three questions: (1) What is our commitment to members experiencing IPV? (2) How does addressing IPV connect to our broader health equity, social driver of health initiatives, and whole-person care strategy? (3) What do we expect of our provider network, internal staff, and partners?

“To ensure every Blue Shield Promise member impacted by interpersonal violence receives trauma-informed, equitable, and accessible care through integrated health and social support services— providing them with the tools to heal, thrive, and break the cycle of violence across generations. Together with our providers and community partners, we are committed to preventing and ending domestic violence.”

MCPs are required under DHCS PHM guidance to document an IPV strategy that addresses identification, education, screening, and referral for members, with explicit attention to perinatal populations and equity stratification by race and ethnicity.
